Turkey health tourism rules: dated updates for patients
Under Turkey’s 2025 health tourism regulation, licensed hospitals and medical centres must hold TÜSKA accreditation by 31 December 2026. A court has suspended the complication insurance requirement while the case continues. Rules can change, so we date each entry, link the source and say when we could only rely on a press or legal summary.

What this means if you are planning treatment
- Ask for the facility’s official name and check it on the Ministry’s licensed list.
- Ask whether it holds the accreditation or certificate required by the regulation. The regulation requires facilities to publish it on their website.
- Do not assume that complication costs are insured. Ask in writing what is covered, by whom, and what happens after you fly home.

31 December 2026: accreditation deadline (upcoming)
Provisional Article 1(3) gives facilities until this date to meet Article 6(1)(b). Hospitals, medical centres, medical laboratories and dialysis centres must be accredited by TÜSKA, the Turkish Health Care Quality and Accreditation Institute; other facilities need a certificate issued by the Ministry. We found no official extension when we checked on 6 November 2026. Source: Regulation text with court notes (Lexpera, in Turkish).
5 October 2026: licensed lists updated
The Ministry’s Health Tourism Department says its lists of authorised facilities were updated on this date (Ministry of Health – Health Tourism Department). On 5 November 2026, the hospital and medical centre files were identical to the copies behind our dataset.
29 August 2026: private hospital inspections
Turizm Günlüğü reports that an amendment to the separate Private Hospitals Regulation (Official Gazette no. 33355) ties exemption from routine inspections to TÜSKA accreditation level. According to that commentary, this does not remove the health tourism accreditation duty above. We have relied on this report and have not read the Gazette text. 25 December 2025: complication insurance suspended
Turkey’s Council of State (10th Chamber) suspended the requirement for facilities to take out complication insurance, Provisional Article 1(2), and the words “complication and” in Article 6(3), which concerns facility liability. This is a stay of execution while the case continues, not a final ruling. A legal summary reports that the case is ongoing and that the stay has been challenged, so check the current position. 26 April 2025: new regulation published
The International Health Tourism and Tourist Health Regulation was published in the Official Gazette (no. 32882). Facilities and intermediaries already authorised were given six months to comply, or their authorisation certificate would be cancelled. Facility names on their websites must match those on their certificates. Source: Regulation text with court notes (Lexpera, in Turkish).
Frequently asked questions
Does a facility on the Ministry list already have TÜSKA accreditation?
Not necessarily. The list shows authorisation for health tourism. Ask the facility for its accreditation or certificate.
What happens to facilities that are not accredited by 31 December 2026?
The regulation sets the deadline. We have not seen how the Ministry will apply it in practice, so we will update this page if it publishes more.
Is complication insurance required in Turkey?
The requirement was suspended by a court on 25 December 2025 and the case continues. Ask each facility in writing what cover exists.
